Children with disabilities - where's the money gone?

There's growing concern at the "disappearance" of £34 million allocated to Scotland to fund services for children with disabilities. It doesn't seem to have found its way into any spending commitments by the Scottish Government. We had a debate on the issue in the House of Commons on Wednesday (here are links to the text, and to the video, of the debate). I intervened in the debate, and also raised the issue again in "Business Questions" today.

There's obviously a political issue here, but I hope that ultimately all parties can agree to find the money to resolve this issue.
